Depalindo Awaits Pelni's Move to Become a State-Owned Shipping Holding Company

Bisnis.com, JAKARTA - The Indonesian Sea Transportation Service Users Council (Depalindo) is waiting for PT Pelayaran Nasional Indonesia (Persero) or Pelni to make a breakthrough in its plan to become a state-owned shipping holding company in 2024. Depalindo Chairman Toto Dirgantoro believes that Pelni has a lot of work to do before it can realize this big dream. For instance, by driving transformation efforts, enhancing competitiveness, and improving service quality. “It all comes down to Pelni's own readiness, and as of today, we have yet to see Pelni taking the lead in implementing these reforms,” he explained on Thursday (October 13, 2022). Although Pelni is still considered to need improvement, this does not mean that the dream of becoming a National Shipping Holding Company is impossible.

For information, in addition to becoming a State-Owned Shipping Holding Company, Pelni is pushing for transformation to become a national flag carrier and a leading shipping company in the Southeast Asian region. The state-owned shipping company is also discussing plans for operational collaboration with a number of main line operators (MLO) such as Cosco, Maersk, and Swier.

Depalindo also expressed its support for Pelni's ambition. This is because Pelni's transformation, if realized, will certainly benefit its service users. “Certainly, service users, owners, goods, or foreign buyers will look for something that is truly competitive and has good service. Especially if it can be a direct destination, no longer transhipment. Well, this is indeed a big task because Pelni has been dormant all this time,” he said. Previously, Pelni's plan to become a State-Owned Shipping Holding Company was revealed to Bisnis Indonesia during a media visit on Wednesday (12/10/2022). Pelni President Director Tri Andayani said that the company has undergone various transformations, from its services to its resources. In terms of portfolio, Pelni is also pushing for a balance between state assignments and commercial activities. Tri said that this balance will continue to be pursued gradually until 2024. “Our target for 2023 is a profit of IDR 233 billion, and in 2024, it will be IDR 335 billion. Then in 2024, or at the end of our 2019 RJPP, we will initiate Pelni to become a National Shipping Holding Company and National Flag Carrier,” he said.
